fix(attic): adjust PostgreSQL config for atticd ownership

Browse source 
- Rename `attic` database to `atticd` and set `atticd` user as the owner directly.
- Remove redundant `postStart` script for altering database ownership.
- Update `database.url` to match the renamed database.
