feat(nix): enhance systemd-email-notify service configuration

- Added `StartLimitIntervalSec` and `StartLimitBurst` for `ntfy-failure@` unit.
- Refactored `ExecStart` into `script` for improved readability.
- Adjusted `scriptArgs` from `%I` to `%i`.
