feat(tee-key-preexec): add cmdline arg for env prefix
- Introduced `clap` for command-line argument parsing. - Replaced manual argument handling with `clap`'s derived `Args` struct. - Updated environmental variables to use dynamic prefixes. Signed-off-by: Harald Hoyer <harald@matterlabs.dev>
