ci(nix): disable sandbox in nix-non-x86 workflow 
otherwise the mockito tests fail, because it cannot bind to 127.0.0.1 0

- Updated `nix build` command to include `--no-sandbox` flag.

feat: compat code for non x86_64-linux 
- do not build packages, which require `x86_64-linux`
- use Phala `dcap-qvl` crate for remote attestation, if possible
- nix: exclude `nixsgx` on non `x86_64-linux` platforms
