f346829cc0 Add nix flake package for wyoming-whisper-rs 
Add package.nix with rustPlatform.buildRustPackage and Vulkan support.
Track Cargo.lock (removed from .gitignore) and add .direnv to .gitignore.
Build with: nix build 'git+file:.?submodules=1'
