fix(provider): follow-up CN/global consistency for Z.AI and aliases (#554)

* fix(provider): harden CN/global routing consistency for Chinese vendors

* fix(agent): migrate CLI channel send to SendMessage

* fix(onboard): deduplicate Z.AI key URL match arms
